Who is responsible for managing the RCT HDRC?

Director of RCT HDRC

The HDRC has two Lead Co-Directors who are responsible of setting the overall vision and strategic direction of the project:

  • Louise Davies (external link) - Director of Public Health, Protection & Community Services, within Rhondda Cynon Taf Council
  • Professor Dan Bristow (external link) - Director of Wales Centre for Public Policy at Cardiff University

Strategic Oversight Board (SOB)

The Co-Directors are part of a group called the Strategic Oversight Board (SOB). This Board helps lead the RCT HDRC by setting the overall direction and making sure everything we do matches our goals and our funder’s expectations and meets the needs of the people and organisations involved. They also decide how the budget is used.

The way the Board is set up makes sure that everyone’s voice is heard when decisions are made. It includes representatives from:

  • Rhondda Cynon Taf Council (Cabinet Members and Senior Officers)
  • Cardiff University
  • Cwm Taf Morgannwg University Health Board
  • Interlink RCT (the County Voluntary Council in RCT)
  • Public Health Wales
  • The Community Voice Team
  • The HDRC Core Team (Head of HDRC)

Operational Delivery Group

The Operational Delivery Group (ODG) is the team that provides expert advice and support to the central HDRC Team. They support the delivery of the work packages and help make sure everything is working in line with the HDRC Business Plan, which you can find in the Document section of this page. Think of it like this: the Strategic Oversight Board (SOB) writes the music (they plan the big picture), and the ODG is the conductor of the orchestra.

The ODG is made up of a diverse range of members, including the Core RCT HDRC Team and our collaborating partners.

Work Packages (WPs)

Work packages (sometimes called work streams or programmes) are the different parts that make up the RCT HDRC. The goals are broken down into six smaller, focused areas — each one is called a Work Package (WP).

Each Work Package is supported by Work Package Advisors — these are experts from the local Council and partner organisations and members of the ODG. Their job is to make sure their part of the project stays on track and achieves what it’s meant to.

The Core HDRC Team is like the engine room of the RCT HDRC — they keep everything running behind the scenes. This team is made up of people with different skills and backgrounds, all working together to help the Council make evidence-based decisions.

The team is led by Zoe Lancelott, and each senior manager looks after their own area of expertise.
